Batı'nın düşünce tarihi akılla naklin mücadelesi tarihi. Nakil, imtiyazlarin kalesiydi. Nakilcilerin zulmü dar-ül Islam'a da sızmamiş mı?

Now subordinate classes saw the party in power and the prime minister as "their own," and they expected them to solve every problem. The workers, truck drivers, and the unemployed of Sultanbeyli felt that self-organization was harmful, if anything, as could be seen in the example of unions, which were controlled by secularist leaders and allegedly discriminated agains the pious....The problems were at the top, at the level of rulers, and they would be corrected there. What is more, the problem of social justice was reframed as one between secular business and pious business, rather than one between business and labor, through an emphasis on the difficulties religious businessmen faced."

Huzurunuzda titriyor - bu milletin hayatıdır;
Bu nadi-i niam, bakın kudumunuzla müftehir!
Bütün sizin, efendiler, konak, saray, gelin, alay;
Bütün sizin, bütün sizin, hazır hazır, kolay kolay...
Yiyin efendiler yiyin, bu han-ı iştiha sizin,
Doyunca, tıksırınca, çatlayıncaya kadar yiyin!
Büyüklüğün biraz ağır da olsa hazmı yok zarar
Gurur-ı ihtiıamı var, sürur-ı intikaamı var.
Bu sofra iltifatınızdan işte ab u tab umar.
Sizin bu baş, beyin, ciğer, bütün şu kanlı lokmalar...
Yiyin efendiler yiyin, bu han-ı iştiha sizin,
Doyunca, tıksırınca, çatlayıncaya kadar yiyin!
Verir zavallı memleket, verir ne varsa, malını
Vücudunu, hayatını, ümidini, hayalini
Bütün ferağ-ı halini, olanca şevk-i balini.
Hemen yutun düşünmeyin haramını, helalini...
Yiyin efendiler yiyin, bu han-ı iştiha sizin,
Doyunca, tıksırınca, çatlayıncaya kadar yiyin!
Bu harmanın gelir sonu, kapıştırın giderayak!
Yarın bakarsınız söner bugün çıtırdayan ocak!
Bugünkü mideler kavi, bugünkü çorbalar sıcak,
Atıştırın, tıkıştırın, kapış kapış, çanak çanak...
Yiyin efendiler yiyin, bu han-ı iştiha sizin,
Doyunca, tıksırınca, çatlayıncaya kadar yiyin!

Tevfik Fikret

Or, should they care? As a political theory student believing that individual life-chances and moral dilemmas are determined in and through culture and institutions, the obvious answer should be a "yes." After all, the task of constitutions, the progressive ones at least, is to check arbitrary power citizens might face in government bureaucracies, the military, social security offices, in the work-place or even in family. They should be no less than thrilled at the prospect of voting for a democratizing constitution.

Yet, they seem anything but thrilled. While fear, suspicion and despair grip some of them, others are simply apathetic. Should we be surprised? Well, those of us familiar with contemporary democratic theory know that this is a common problem in all democracies- a problem which just is, meaning that average citizens struggling to pay their bills are not to be expected to burden themselves with political judgment. At best, they would be recipients of new rights and freedoms, not those who demand and act on them- or get thrilled by them.

This is however a wrong way to think about this problem. Average citizens do care about politics. They know, either consciously or unconsciously, that it is best if they resist arbitrary power and choose how to live their lives on their own. And even though competitive economic life can withdraw them to their petty selves defined by their pecuniary interests(or prospect of unemployment lead them to depression) they would be happier to learn about how they can improve their lives by the rights of collective action granted by a new constitution. It is best if we drop the assumption of apathetic human nature and focus on contingent social structures which shape human psyches and political subjectivities.

If we think along these lines, we can then see that average citizens in Turkey are not enthusiastic participants in constitutional deliberations because the proposed constitutional amendments do not take them as objects. It does not specify how it might help ordinary people feel more empowered. It is overwhelmingly procedural. It proposes to change who will elect the members of the Supreme Courts but it does not reform transparency in the Turkish legal system. It regulates the relationship between political parties and the courts, or the military and the courts; but it does not allow individuals to check their representatives in the parties and their clientilistic networks. Further, it is silent on unemployment benefits and security of collective protest/action and rights to think, resist, be educated and healthy. Who can then blame the masses for their lack of concern for what is going on in Turkish politics?

Brief Thoughts on the Turkish Left: Weak and Secular

There are various explanations for why the Turkish Left has traditionally been weak. One line of argument suggests that statism and nationalism(or Kemalism in general) weaken the Turkish Left. Excessive reliance on state power and bureaucracy have rendered Turkish Left unable to entrench itself strongly in civil society, especially in working class and ethnic minority movements. Turkish Left has also been ignorant and even disrespectful of Islam and religious sources of identity and group formation. Further, it has failed to appreciate the call for justice which a genuine religious conscience can voice. Consequently, Turkey never had a strong Muslim socialism, a doctrine which would link an individual's rise to the status of God's vicegerent on Earth to a social program which resist the identification of individual with a thing/object in the market- a link between Quran(2:30) and Marx's concept of alienation and commodity fetishism(Economic and Philosophical Manuscripts and Capital)

An Article by Elif Safak: One Hundred Years of Angst

This article appeared in Turkish Daily News http://www.turkishdailynews.com.tr/editorial.php?ed=elif_safak
Elif Safak is a skillful writer: she illustrates well what it means to be a Turk in a polarized world.

ELIF SAFAK
ONE HUNDRED YEARS OF ANGST

Over a long, cluttered dinner table a group of intellectuals, mostly writers, journalists and academics, chat excitedly. The main topic of discussion is the upcoming elections. They speculate about the outcome of the elections trying to predict how much support each political party and major candidate will get, and what this distribution of votes will mean for the country as a whole. Food, wine and words are consumed plentifully at the table. There is a lot of laughter too.

So far this scene could be from anywhere in the world. New York, London, Rome or Prague. And these people could be among the cultural elite of any Western country. But two things distinguish them from their counterparts elsewhere. First of all, this dinner takes place against the magnificent background of the Bosporus. Secondly, amid laugher and friendliness there is something pessimistic in the air: Invisible but almost tangible. Anxiety is part of the dinner. Somebody asks, “Do you think there could be sporadic acts of violence before or after the elections?” Someone else joins: “Would the European Union finally understand how important Turkey is and encourage the country to become a member?” Then someone else throws in another question: “Could there be a military takeover after the elections? Or perhaps before the elections?”

It is not easy to be a Turk

As questions build up, people speculate eagerly. And with each new question the anxiety in the air increases somewhat. Anxiety and melancholy. These are components of the conversations of the cultural elite in Turkey. It is not easy to be a Turk.
It is not easy to be a Turk in a world that is becoming more and more polarized. A world where the number of people who believe in a “Clash of Civilizations” escalates each day. A world in which more and more hardliners claim that Islam and Western democracy cannot coexist. At first glance, Islamic fundamentalists and Western Islamophobics might seem to be poles apart. But they are not. They share the same prejudice and narrow-mindedness toward the Other and the same desire to exclude everyone who doesn't echo their views. Hardliners in one country produce more hardliners elsewhere.

“East” and “West” are relational categories, and yet, they are often used as if they were mutually exclusive. The world we are living in regards gray areas with suspicion as if life is solely composed of two colors: Black and white. Today, there is a considerable degree of fear of Islam in the West and a considerable degree of dislike of the West in the Muslim world. Biases are produced mutually, and they keep breeding one another.

In this tumultuous setting it is not easy for a country to entail both Eastern and Western elements, and to remain both Muslim and secular. It is not easy for a country to be located at the threshold of Europe and the Muslim Middle East. Turkey's neighbors are not Norway, Denmark or Sweden. Life could have been easier then. But our neighbors include Iran, Syria and Iraq. This is a difficult geography. We are at the crossroads of multiple identities.

The life of a woman writer in Istanbul is not a sterile or static life. It resembles living in a big and noisy boat. You feel like you are in a perpetual voyage. You feel like you are part of a journey. There are two tides underneath the boat, each pulling in a different direction. On the one hand there is the tide of Westernization, modernity and further democratization. On the other hand is the tide of xenophobia and insularity. The boat moves in the direction of the first tide. It has been moving in this direction for the last 100 years at least. But the knowledge of the existence of a second tide can be unnerving and discomforting.

Gloom

So the intellectuals in Istanbul have plenty of reasons to feel gloomy from time to time. They also feel resentful toward European intellectuals who are biased toward Turkey and therefore constantly misunderstand and misinterpret the country. “Why can't European intellectuals have a more sophisticated and positive view and better understand the significance of Turkey for Europe?” This is a question that many ponder.

In Turkey these days, even “small talk” has “big” topics. A Norwegian, Swiss or Italian author can afford to be a solitary person and chose to live in an introverted, apolitical, antisocial cocoon of his or her own. A Turkish writer seldom has such a luxury. Literature and culture are oftentimes intertwined with politics here. Nevertheless, it is also true that art and literature are nourished by conflicts and challenges, of which Turkey has way too many. As such, Turkey, especially Istanbul, is a treasure for writers and artists.

Sometimes I cannot help to think that had Gabriel Garcia Marquez been a Turkish author, he might just as well have written a novel named One Hundred Years of Angst. One hundred years of Westernization and modernization and secularization, accompanied by a dose of anxiety and melancholy.

A New Blog: Turkish Politics by Onur Muftugil

Dear Friends,

I have created this blog to discuss Turkish Politics. I will mostly post articles by prominent scholars of Turkish Politics. I will also post some of my own views.

Many cleavages and conflicts define Turkish politics at this moment. Secularism vs. Political Islam, Left vs. Right, EU vs. Nationalism etc. There is much room for debate. Hopefully we will go beyond cliches and mainstream explanations.

The first entry will most probably concern an analysis of the most recent elections(22 July 2007) The theme will be populism and the inadequacy of a class analysis to understand Turkish politics. We need to give an account for why poor people and workers keep voting for a party which implements neoliberal policies. The key to an explanation lies in the way a neoliberal economic policy is coupled with a social conservative discourse. The latter is the populist element.

Please be patient and I will be back very soon.
Onur Muftugil
